why is my ipad4 clock not working

1. What you are looking at is just an icon. Itsisn't designed to give the time unless you actually open the app.
2. The clock app is built in to iOS and cannot be deleted. You can, however, move it to an alternate home screen or into a folder.

Does your iPad have iOS 6?

Tap on the icon you were refering to and open it.That is the clock app.

The clock icon that you see that is stuck on 10:15 - is the clock app. Tap on that icon to launch the clock app.

What do you mean by the home button has gone AWOL? The button better be on your iPad or the device is broken so I'm sure we are not understanding what you are asking. Is the button not working?

Sounds like you have Assistive Touch turned on. Unless you need this (unlikely), turn it off via Settings > General > Accessibility > Assistive Touch > Off. Then just use the big round hardware button at the bottom. That's the real Home button.

You must have Triple-click Home set to toggle Assistive Touch. Disable this via Settings > General > Accessibility > Triple-click Home > Off

Like I said, unless you need Assistive Touch, keep it off and use the hardware Home button... far easier.
