How do I install the iOS 4.3 on my iPhone 3GS ? I've tried direct links but they it says safari cannot install this ? Please help !

You can not install anything but the current version of iOS. If you have a 3Gs, then you can install 6.0.1 by plugging it into your computer running iTunes (10.7 or higher). If you have a 3G, 4.2.1 is the end of the line.
Is there any way I can do that without a computer as I do not have access to one at the moment ?
No. Not unless you're already running iOS 5 or higher.

I've just got into iTunes on the computer and into check for update and it comes up with 'this version of the iPhone software (4.2.1) is the current version' what does this mean ?
That means you have a 3G and not a 3GS and you have the highest IOS 4.2.1.
