Question about removing a contact

Is it possible to remove another iphone user's information from my phone and keep it from reappearing? Let me explain. I have deleted a contact on my phone. I have made sure it is out of my email and also my icloud. I don't trust myself not to text this person and thought I was safe. I realized when typing a name similar when sending a text message, the name and number popped up as a choice. I don't want the distraction of knowing I can still access it. It shows the name and number and the little blue conversation bubble indicating it's an imessage. I have done a search on my entire phone for the name or number and nothing shows up saying it is on the phone. Is it in a cloud somewhere? I deleted another iphone user last night just to see if it was an iphone issue. With the contact gone, the name and number still popped up when I went to compose a text message when trying to type in their name. It still came up eventhough the contact was removed. I lost everything on my phone the other night and had to reboot and used my icloud to recover everything. I thought that would remove it. It didn't. I have searched my icloud and it is not there. Is there no way to keep it from popping up in my phone? I honestly feel like I've tried everything. I hope this make sense. Any and all help is greatly appreciated.

The only way to completely , for good to get rid of a contact is to restore your phone in itunes as new. Unfortunately. I dont think thats worth it.

Yes. After Restore as new sign in iCloud to get back your Contacts, Calendars etc. Then sync with iTunes for apps photos and Music. You have to rearrange apps in your iPhone screens. Don't forget to import Camera Roll in your Computer BEFORE restoring.

Also you will lose recent calls and all messages.

As Chris said " I don't think thats worth it"

Assign old numbers to a fake contact named totally different like @@@ or " DON'T USE THIS".
