Opening text files of other languages in textedit

I was trying to open some .txt files created from notepad on my windows computer from my mac- it's all in korean- and when i tried opening it, the contents would appear in those weird gibberish characters!

I tried changing the encoding settings when opening the file to all the korean related ones, and when that didn't work I also tried changing the encoding options in the 'open and save' tab at preferences, which didn't work and this popped up instead:User uploaded file

Is there a way I can view those korean .txt files or is there another application which I can use to view them correctly??

MacBook Pro, Mac OS X (10.7.4)
