Am I going crazy or is the only size photo I can take on my iPad 3 is 640 x 480?
I have looked everwhere, and cannot see where I can make changes to the camera settings, like the resolution or the size of the photo.
Any help would be appreciated

You have two cameras. The photo's resolution will be predetermined based on which camera you use, and lighting, etc.

the simple answer appears to be..
iPad 3 = the outbound camera (facing away from me) (not screen side) takes a photo 2592x1936) and the self-photo (screen-side) takes a photo 640x480).
iPad 2 = the outbound camera (facing away from me) (not screen side) takes a photo 960x720) and the self-photo (screen-side) takes a photo 640x480).
I'm actually shocked at the difference in sizes.
I would guess your shock is a pleasant one, not a disappointed one. 2592x1936 is good resolution!
