Why my new ipad mini does not have an app store icon?

I received a new ipad mini as a gift. It came in the original state, unopen, unused, seal intact. After doing the necessary set-up, I found that both the App Store and iTune icons were missing from the home page. I am therefore unable to purchase new apps. Any one facing such problem before? Any advice? Thanks.
