I purchased an iPad mini with 32GB hoping to transfer photos from iphone while on holiday via iCloud then delete from iPhone to free up space. I realise now if I delete photos fromiPhone to free up space, they will be deleted e'where they stream, right?

I purchased an iPad mini with 32GB hoping to transfer photos from iphone while on holiday via iCloud then delete from iPhone to free up space. I realise now if I delete photos from my iPhone to free up space, they will be deleted everywhere they streamed. Is this correct?

iPhone 5, iPhone -> iCloud -> iPad

If you delete them from photostream, yes.

If I understand what it is you are trying to do correctly, then:

take your photos on your phone,
let them sync via photostream to your iPad,
copy them from photostream on your iPad to it's camera roll,
delete them from photostream
