a pub file is created in Microsoft Publisher, its a Windows only, page layout application.
There is no known Mac application that can convert these files.
If you converted the file, Keynote would be the wrong application to use, you would need a text based application like; Pages, Text Edit, Indesign MS Word.
The options are:
1
get who ever created the file to save it as a Word 2007 file. You could then open that up in most Mac text based applications; Pages, Text Edit, Indesign MS Word.
2
if this is a small file, go to PDF Converter (click link below) and convert the publisher to a PDF. You then use Preview to copy and paste the text into Pages, Text Edit, Indesign MS Word.
3
buy Windows 8, buy MS Office Windows and run it on a Windows partition on the Mac. Unless you are receiving hundreds of publisher files, dont go for this option!

Use LibreOffice. It will open file and you can edit it and save in .odg format. Keynote doesn't open either .pub or .odg.
