the calendar on my iphone 5 will not sync with my PC based outlook calendar. changes on the PC will go to the phone, but changes on the phone do not go back to the PC. what am I missing?

the calendar on my iphone 5 only syncs from outlook to my phone and not from my phone back to outlook. what am I missing?
