Q: What does the dotted grayed out circle in on this iPhone/iPad mean?

When I open iTunes and go to my iPad or iPhone and click "On This iPhone/iPad" and choose categories on the right, some items are grayed out with a dotted circle on the left.  This primarily seems to be in the "Books" (some),  "Tones" (most) and "Voice Memos" (all) sections. 

 

This isn't the play/unplayed blue dot.  It's something else.

 

Any ideas what this means?

iPhone 4S, iOS 6.0.1, AT&T 32 GB

    Yep, I learned about the 30 second rule from another site awhile back.

    Ever notice all the ringtones in the iTunes store are 30 seconds or less?

    Testing a free program now called mp3 to aac converter. It has been around for awhile,  but never tried it for iphone and this issue.  I will report back here after I test it several times to see how it matches.  This way I can prepare a batch of these files and upload in one felt swoop.

    Well, I am not impressed at all with this program as it is not putting file into m4a or m4r format. Another program I found converts mp3 to m4r directly but has no ability to trim the time of play to 30 sec or less. So I guess for now I am back to the sure way method of making ringtones as I stated before.
