Does re-downloading iTunes files through iCloud cost money?

I just downloaded the new version of iTunes & there's a new feature where you can re-download deleted songs or videos through iCloud. I just downloaded a Pushing Daisies episode that I deleted years ago because the color was off for some reason (all the characters were blue). However, I don't have an iCloud account since I know you have to pay to have one, so if I keep on re-downloading these files, does this mean I have to pay for them or do I automatically create an iCloud account & pay for that?
