Visual voicemail goes in and out constantly

This is my 3rd iPhone 5 and each exhibits the same behavior. Visual voicemail goes in and out constantly... I'm not sure if it's an iOS 6 bug or LTE. I'll get a message that visual voicemail is unavailable and during this time Siri is also unavailable which tells me this is a data issue. It might last a few seconds up to a minute or more. Eventually however, visual voicemail will return. Not sure where to go from here...
