What if I can't remember my security question answers?

I've been trying to sign into my apple ID account when purchasing anything from the stores and each time I do they ask for verification. After entring my password for my account it takes me to "Security Questions" and I don't remember my answers for those questions nor even creating those questions. How do I reset it?

I have this same issue and have now twice gotten locked out because I have tried (unsuccessfully) to answer the security questions. I contacted apple and set up a rescue email but even that did not work. I hope someone can answer.
