I absolutely miss the option Easy Setup in the dropdown of Final Cut Pro
In the dropdown menu of Final Cut Pro X 10.0.6 I'm missing the Easy Setup option. How is that possible and how cab I get this (back)?

I have missed something. I have not heard about Easy Setup
I found all this in the Apple documentation:

Final Cut Pro comes with Easy Setups for the most commonly used video formats, such as DV, HDV, DVCPRO HD, and uncompressed 4:2:2 video. If you routinely need a particular combination of presets, you can create a custom Easy Setup. You can also load additional Easy Setups that aren’t automatically installed with Final Cut Pro.

You're reading a manual fir an obsolete version of FCP. It's a function that's irrelevant to the current version.
I think you're wright; but where can I see (or rather change) writing in NTSC or PAL e.g.?
Not sure what you mean by writing. You can create a project in any format you want using custom settings, which works very much like easy setup. The normal method is like legacy FCP to use the first video clip to set the project properties.
