The best is Adobe CS versions. Its not cheap but it is the best.

There's no simple answer to that question. Photoshop is very expensive, very complex, and really intended for professional graphic designers. At the other extreme, iPhoto is very cheap and relatively easy to use, but its capabilities are limited. If you're mainly interested in creative effects, consider something like Pixelmator, which is in the App Store but may also have a demo version on the developer's website.
While Photoshop CS has been mentioned, I noted your request was for home, not professional editing.
For home use, Photoshop Elements is, normally, all one requires. As Photoshop CS can cost in excess of $500, Elements can be had for less than $100.
Another option you might consider is Pixelmater...for even less money than Photoshop Elements.

There is a free program called Gimp which does almost everything for home use.
It's created by open source groups and is genuine and absolutely free.
A good Vector program called Inkscape is also free.
I have used Photoshop extensively at work but could not afford to buy it
Gimp is great.

Remember that all the Adobe Programs are much cheaper if you get the Student Version.
And Adobe also gives you a free download so you can try the software out.
Also keep in mind these are the best by far on the market and are very in depth and can be hard to figure out unless you spend a lot of time or watch some of the videos on U TUBE.

I have Gimp and tried to use it.
It's not a cakewalk to use and even more difficult to use if you are used to the way Photoshop works.
It maybe free, but definitely not easy to learn and navigate.
And it really doesn't follow Apple's UI and UI guidelines very well, either.
I had CS5 on PC but as I changed to Mac I had to get a suitable version. CS5 is no longer available and CS6 too expensive for what I intend to do, so I purchased Photoshop 12 elements, it makes almost all I need (and if I have a blank I can always go to my CS5 on the PC...).
Pixelmator does everything and a bit more than Photoshop Elements and is easier to learn, use and navigate and is half the price of Photoshop Elements.
