notification comes up saying tha I Pad has not been backup and there is not enough space in icloud that I can manage storage in setting when I push to setting it does not go,it turn black 😟

Try this and see if it gets you out that.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
