If rentals are available in your country then they will show in the Films tab in the iTunes store app on your iPad. When you rent a film on your iPad it will then download to the Videos app, and you have 30 days to watch it - but once you start watching it you have 24 hours if you are in the uS, 48 hours elsewhere, to finish watching it before it expires.
If you rent a film on your iPad you can't then move it to your computer's iTunes
