How do I add a phone number to my Ipad?

My friend was able to add her iphone phone number to her ipad to receive imessages on her phone and ipad. When I go to add a number there is no option. there is only a spot for email.

If you can't add phone numbers then how would someone send you an imessage on your ipad if you don't message them first?
