in settings i try to pick the i cloud icon and it is not high lighted so i can not pick it. also face time and twitter is not either. can any one help me?

Go to Settings>General>Restrictions>Accounts (near the bottom) and set this to Allow Changes.

Perhaps I'm not understanding your question. Where are you trying to "pick the iCloud icon"? On your phone in Settings? On iCloud.com?
yes when i go to settings on my phone icloud is not high lighted. and when i follew the other post in restrictions nothing is high lighted except enable restriction at the top of the page.
I assume when you say iCloud is not "highlighted" you mean that it is grayed out and you can't select it by tapping; which is normally caused by restrictions you set on your phone.
Is this a work phone? If so, your employer may have set a security policy on your phone preventing the use of iCloud.
well i set up this phone for my son and his mom is getting it turned on tomorrow. so it might work tomorrow after he turns it on?
That's probably the problem. iCloud and FaceTime can't activate unless the phone is able to send and receive sms messages. (The phone sends a sms in the background to the iCloud activation server to enable it, then receives an sms completing the activation.) Not sure about Twitter.
