You may have to install a lesser version first, like Mountain Lion. What I'm finding is that newer editions of OSX and MacOS are presumptuously connecting to Apple, perhaps to see if you have Apple Care, before it says you can install the OS, which I completely disagree with. I have older Macs that I use in business, and this 'problem' has interfered with business, so I have to take extra time and effort to get this done.

Someone please correct me if I'm wrong, but I'm able to duplicate this on different systems and it makes absolutely no sense to me; particularly when there is an in-tact OS restore partition.

Having exact same issue...

Calling apple tomorrow morning.

Have been trying to solve it myself for few days, but no success.

Mac mini 6 months...

If any mention of needing to pay for advice, I'll screaming at them...

Becos this whole recovery without an actual disc or USB is ridiculously not working.

Even though the steps given online guide is super simple...

In fact, I just bought the newest iMac, can't even get a proper support to get a copy of ML installer...

Sigh...

Singapore ISP Singtel is having issues with Apple Internet Recovery.

There is a need to add proxy access via port 8080.

Since I can't even get into Recovery mode, this info doesn't help.

So, I call up Apple hotline and explain the whole picture.

Was fortunate that Apple has similar feedback from Singapore user.

So, was told to just bring down Mini to service provider.

Problem solved some what.

Service provider only reinstate the ori OS X Lion.

Back home, I download and install ML.

This time, made a copy of ML installer in USB stick for future usage.

I guess the only way around this is getting someone to just install Lion or ML, if Internet recovery doesn't work.

You know. I was just about to give up to head to  Store with a less than 2 weeks old iMac and found it was also the internet connection. I had to tether my iPhone to the iMac using the iPhone's 3G and voila, it could verify the information. So definitely check your internet connection that it's fast enough to handle the data validation by 
