I have two iPad 3's with two different registered names. Is there a way I can COMBINE all the music, files and books so I can access them on BOTH iPads? Thanks.

If bt "registered names" you mean AppleIDs, all itunes purchases are assocaited with the AppleId they awere purchased with and cannot be transfered to other ID. You can add the ID containing the content you want to both devices, but managing multiple IDs on a device can get a little troublesome.
If the content you are referring to is NOT purchased via iTunes, simply synch it to both devices.
