The only place to report a stolen iPhone is your local police department, and the only way to block an iPhone is to call your cell carrier. If you set up Find My iPhone prior to the theft, you may be able to lock or erase the iPhone, but that won't prevent a knowledgable thief from using the iPhone. Even a carrier block can be worked around.

If you had location services on before it got stolen..

Go to iCloud.com and click on "Find My iPhone". This should work unless the thief signed your Apple ID out.

Otherwise, contact your Police department, and get them to track your IMEI Number that is available on the box of your device
