How can I restore contacts from my iCloud account?
I need to restore my contacts that were backed up to iCloud on 11/21/12. How can I do that?

Your contacts are not included in the iCloud backup, they are synced to your iCloud account. If your contacts are not in your iCloud account on icloud.com when you check with your computer you won't be able to recover them from icloud.
