Can you be a little more specific or provide a little more detail?

Problem is, when I go in my iPad Mini to iiTunes App. Purshased Songs in order to download
a Song from the cloud/ iTunes Match when Download starts, but close to the end
an error Message pops up Says Song is currently Not downable.
Is it giving you a specific error number? And what kind of network connection do you have?
One thing you might try is a reset: Simultaneously hold down the Home and On buttons until the iPad shuts down. Ignore the off slider if it appears. Once shut down is complete, if it doesn't restart on it own, turn the iPad back on using the On button. In some cases it also helps to double click the Home button and close all apps from the tray before doing the reset. Not sure it would help, but it will not hurt.

What you are describing is typical of slow network connections (time out) or content being blocked.
