No notifcations from curtains apps and e-mail since upgrade to 6 then 6.1

Since upgrading to IOS 6 then 6.0.1 I have lost notifications on most apps and e-mail, have check notification centre and it is switched on, I have access to another iPad and that is working correctly, settings have been compared and look the same. The main difference is that iPad when from IOS 5 something to 6.0.1 missing out IOS 6.

I think I have to reset to factory settings and start again will I be able to restore from cloud?
