I have an iPhone 3s and have just received the iPhone 5, I want to put my iTunes library on the new phone. I have set up the iCloud on the new phone. I do not have a laptop, I have an iPad, can I do this from my iPad?

If you are using iCloud on the iPad and you backup the iPad with iCloud, you can restore the new phone from the backup of the iPad. You don't actually do it from the iPad, you do it from the cloud backup when you setup the phone.
