I can't move around an image while zoomed in on it.

Just draws a marquee that doesn't seem to do anything. I want to zoom into a large image and then move around without having to adjust the sliders on the sides of the window. Usually it's denoted by a 'hand' icon. Doesn't seem to have any functionality in this regard.
