Need to either make a language pack or download one?

I'm trying to change my Macbook's OS language to Welsh. The Welsh option is there, but the only thing I can see in Welsh is the time and date, the Finder menu and everything else is still in English! It seems like only certain languages have the entire OS built in, such as English, French and Chinese. Whatever the case is, I need to change my language. I cannot find a Welsh language pack so I need help finding one or help making one.

Indeed that is true, Apple publishes the list of 30 as part of the tech specs:

You can ask Apple to add yours in the future via

I've not heard of any 3rd party creating a Welsh localization for OS X, and I suspect it is quite a lot of work. For doing it yourself, the place to start is probably
