Assuming the phone has never been activated:

To activate your phone first get a SIM for the carrier you want to use, make sure the SIM is provisioned in the carrier's database by calling them, insert the SIM into the phone. If you are within range of a WiFi network it should activate on its own. If it doesn't go to Settings/General/Reset - Erase all content and settings.

Alternatively, connect it to a computer that has the latest version of iTunes already installed and connect the phone. It should activate on its own. If it doesn't click the "Restore" button in iTunes.

If neither of these work, or you have tried other ways, you need to give us more information. What have you tried to do, and what were the results? Include all error messages, with error numbers.

The iPhone is not available in Iraq from any legitimate source. The phone is most likely locked to a carrier in another country. You will have to determine which carrier that is and find out what thier policy on unlocking is.

Ask whoever you bought it from. We can't tell you which carrier it is locked to.

We don't know who the phone is locked to. We can not unlock it. Only the carrier it is locked to can do that.

Talk to whoever your bought the phone from.

1. Install the latest version of iTunes on your computer from http://www.apple.com/itunes.

2. Connect your phone to your computer.

3. Click on the name of your iPhone on the left side of iTunes.

4. Click the button labeled Update on the right side of the iTunes display.

Did you find out what carrier it's locked to and get it unlocked? If not, then we're still in the same boat. There is nothing we can do for you.
