The iPod Touch has no cellular capabilities, 3G or otherwise.

Meg's statement is true regardless of model; no iPod touch has ever had cell capabilities. If you need to connect to a cell network, you'll either need a "MiFi" device or to tether the iPod through a cellphone that offers tethering.
