screen issues

Recently, my screen gets a wide bar that looks like static to go accoss when I change between files, open a web page etc. Its random, and looks like it is unrelated to any one app or software. The entire screen - side to side - gets this discolored fuzzy line that is approx 2 inchs wide. It is not on a app window its the entire monitor width. Is my monitor going bad?
