sync entire library to IOS device

If you go into the Purchased tab in the iTunes store app and select Music, tap on 'Not on This iPhone', then 'All Songs', and you should then get a screen with all of the songs that aren't on your iPhone with a Download All button at the top right of the screen - or you can select an artist instead of 'All Songs' and then 'Download all' if you just want to download a particular artist.

My purchase page remains empty. Account is the same I used for the purchase. I have the music on 1 iPad but can't download to either iTunes on a Mac or new iPad. Anybody any suggestions?
