ipad will not connect to carrier

i have an wifi+3G ipad2 and iphone 4 (AT&T). I cannot get a cellular connection with with the ipad and i have 4 bars on the iphone. when i go into setting/general/ about there is no update available. What are teh next steps to resolve problem.
