How do I sync iTunes Match to my iPod?

I have been trying to sync my iPod to my iTunes library but it will not sync songs that I purchased on my iPad. I purched iTunes Match hoping that would fix the problem. It has not helped at all. Did I just throw away $25?? Please help. INstructions were go to settings choose muic then iTunes Match. Where is settings and evwn though I found the summary page I couldn't go to music and iTunes Match. PLEASE help.
