Locked Up and will not unlock

I Pad is locked.

Has a pop up that says "not enough Storage" which says I Pad cannot be backed up to I Cloud and can manage storage with Settings.

Has 2 touch points Close and Settings

Has Slide to unlock at bottow of screen

Arrow on slide will not move and device will not unlock

pushed button on upper right hand corner and Slide to power off will not slide

Device is locked up and will not power off or unlock

need help to get Ipad back operating
