Weather+ app trouble

I am having trouble downloading the weather app on my iPad3 n iphone5, anyone else with problem.

I bought this app for 0.99$ and I went to check the App Store again and to look at the app and this time it was for free and didn't even showed if I already bought the app once, we'll then I got the free app as well to see if that works and its the same problem....
