Is network unlocking permanent?

When a network officially unlocks an iphone is it permanent? Some dealers have suggested that the phone will relock to the new network when sim is sctivated.

iPhone 5, iOS 6.0.1

Unlocking is permanent, and can only be done by the carrier.

Thank you, this is what I suspected. It seems the information from each dealer/network store is variable, inconsistent and misleading. It's time they got their act together and demystified mobile phone systems for the consumer. Regards, Dave
