I am Mac user that live with housemate. We have problem with sharing internet. Do we have app that can control speed of other internet? for instance, when I am at home and my friend are downloading, how can I cut his internet? He using Windows. And he have application 'netcut' that can cut internet connection of others. Could you show me similar app that work like netcut? look at http://www.arcai.com

You cannot do it effectively from your Mac.
This can be only done from the router / switch level.
Standard routers do not have the facility but some more advanced ones do.
There is a number of ways to do it but it is advanced networking.

I have not done it on Linksys which is home user, cut down version of business Cisco routers.
