am trying to purchase a song in iTunes as a gift, per the procedure .. supposed to be a arrow next to the "buy button" to choose gift, there is not option to choose gift. ITunes wants to download the song to my iPad. Please advise?

You will need to use your computer's iTunes to gift them, not your the iTunes app on your iPad - it's not currently possible to gift via an iPad
I'm having this problem too, and I'm on my PC. NO link to give a gift. Using Itunes 11.0.1.12
There is no arrow next to the buy button to offer me the option of a gift...help.
