I have actually used Facetime while in Saudi Arabia, Dubai and Kuwait while I was traveling for work, so it does work if you have it on your iPAD, Macbook, iPhone or iPodTouch.
I ran into the issue of the missing FT app on an iPoD touch I bought from Dubai last week.
Searching through the discussion group here I have learned that Apple does not put the software into the idevices sold in UAE. I called my local Apple support centre and they even told me that this was a bad practice however confirmed that there is no way to put it on the device since it is hard coded. They asked me to try to restore the iPod Touch from my home country using my Apple-ID but to no avail.
There is NO warning that this feature is removed from the product. I have meticulously checked all the packaging materials, the box, stickers etc... there is no warning of features that have been removed for whatever reason.
In fact the cover sticker on the original packaging of the iPodTouch 5G shows the FT icon. The leaflet included in the box (one in English and another one in Arabic) actually show the Facetime app as a key feature!
Apple should offer a way to its customers to be fully informed about the product that they are about to buy and should offer a way to remediate the problem.
Apple is a global company, consumeres are increasingly global and roam from one place to the other.
Selling "crippled" products while advertising the fully featured verision (with no way to fix that) is not an acceptable practice.
