The iPhone 3G is a very old iPhone and now is difficult to get some Apps because they are updated and will not work with iPhone 3G. If the iPhone is iPhone 3GS then it should be simple to get free texting App. Also iPhone 3GS supports iMessage which allows free texting between iOS devices, so a good start right there.

Apps require data if sending messages. That data can be from Wi-Fi or Cellular data. If Cellular Data is enabled and a message is sent from the App, it will use data.
Also, as Brad has stated, the 3G will only run iOS4.2.1.
Any app requiring a newer version of iOS (regardless of it being in iTunes on your computer) will not work on the 3G.
