How to transfer Non-replenishable In-App purchases from iPhone to iPad?

Particularly, I'm asking about the extra playable characters for "The King of Fighters-i 2012". I have them unlocked on my iPhone, but they are still locked for the iPad. I tried syncing both devices to the same iTune library, but the extra content wouldn't be synced.
