Can an iPad be a "wireless remote" with an Apple TV but no wi-fi?

Can an iPad be used to display a Keynote slide presentation on a video projector or HDTV using an Apple TV device if there is no wi-fi network? The ability to walk into a client's office that has a video projector (with an HDMI input) but not necessarily a wi-fi network and set up a presentation without undue fuss is key.This may also be the case if a portable projector is also brought in to office or residential locations with neither projection capabilities nor wi-fi.
