I am wondering if I need to buy an ipad with 3G for my son who has an iphone.  Can he just "share" the 3G coverage on his iphone with his ipad if he does not have access to wifi?

If the carrier on his phone supports it (and he is on the correct tariff with them) then he can use its personal hotspot function to share its internet connection with an iPad - the iPad will see the phone as a wifi network. If his carrier doesn't support it then another option (apart from buying a 3G/4G enabled iPad) would be a mifi device.
