I recently purchased a new hard drive for my macbook and I thought I had backed it up, but I did'nt and now that I have replaced the hard drive, my disc drive won't read the disc. Also the startup shows a flashing file.What can I do to correct the issues?

Are you saying that you have an empty internal disk without an OS on it?
If you have then you can use your install DVD to install OS X.
I have tried this 30 times and the Drive won't read the disc.
The only thing I have is a white screen with nothing now.
What is on the disk?
I have all of original operating disk including the snow leopard operating system disc.
What is on the hard disk which won't boot?
Each time I install a disc to read, the drive spins it for a while, then ejects it.
Lets start again. You originally said, "my disc drive won't read the disc". Is this your hard disk drive or your optical drive?
Do you have anything on the internal hard disk?
Do you have backups?
Do you have an external drive with a bootable OS on it?
What exactly did you replace and who did the replacing?
The optical drive on my macbook wont read any of the disc that came with my computer. I changed the the 80gb hard dirve because it crashed with a 250gb hard drive. I did'nt back up the old hard drive prior to this. I am trying to load snow leopard and the other utility disc on the new hard drive, but the disc drive won't read the disc. I don't have any back up disc or an external hard drive.
I can see that you don't realise how ambiguous your statements are. It would be better to say: 'the optical drive won't read DVDs' rather than: "the disc drive won't read the disc".
Could you have disturbed connections to the optical drive when you replaced the hard disk?
I don't believe that I disturbed the optical drive connections while installing the new hard drive. I followed the install instructions to the letter while installing it.
It looks as though you are running out of options. My thoughts are:
1 - Try several DVDs
2 - Carefully clean a DVD
3 - Repair or replace the internal optical drive - it may only be connection problems
4 - Buy or borrow an external optical drive
