app store help!

i was connected to the UAE store using a credit card issued in oman. i have pending purchases, but i cannot change region/country nor can i update my billing adress as i dont have a UAE credit card?! i do however have a USA itunes redemption card.

i need help resetting my acount please HELP !!!
