Can i buy applecare, for a broken iphone 4?
say if i go into the apple store, and they say its going to cost £150 to repair it can i just buy apple care for £61 and get it repaired with that?

No. You can only purchase AppleCare+ at time of purchase, or within 30 days of purchase. And if you don't purchase AppleCare+ at time of purchase it must be inspected and be in working order when you do buy it.
Sort of like saying "my house just burned down - can I now buy homeowners insurance, just pay the premium, then have you replace my house?"
