first start up of itunes/ no menu/ with usb cord hooked up goes direct to i tunes page can not drag songs or no menu shows

First time hook up from I 4s to I tunes.. I tunes installed ok.. with phone attached to laptop usb,, The menu page does not come up.. opens up i tunes album page.. Tried on a pc laptop that was working properly.. in that case/ menu there but the red x circle.. Is it the phone or the laptop not configured right? any ideas.. Frustated
