I am unable to download and install any free apps using App Store. I am asked to sign in and compulsorily enter the payment information. How to skip the payment section and log in to continue installing the app?

Also i tried to give my debit details as the payment card which was again not accepted.

MacBook Pro, Mac OS X (10.6.8)

You unfortunately must create a new Apple ID as part of the initial process of acquiring a free app in order to bypass the payment method. You cannot do it with an older Apple ID.

Creating an iTunes Store, App Store, iBookstore, and Mac App Store account without a credit card -

The only debit cards that Apple accepts are VISA/MasterCard service marked ATM/debit cards directly tied to your bank account in a bank in the same country as the MAS from which you wish to buy apps, with a verifiable billing address in that same country.
