When I touch an icon on my iPod touch it highlights rather than responds
When I touch an icon on my iPod touch it highlights with a box around it but does not actually respond as it's mean't to. How can I fix this?

Sounds like you have VoiceOver turned on. See:

Try triple clicking the Home button and then go to Settings>General>Accessibility and turn it off. If you have difficulty scrolling try using three fingers.
